Who can be an officer of the quater (OOQ)

The OOQ is a qualified officer, nominated senior rating, or a fully professionally qualified leading hand. Nomination of a LH as an OOQ is an exception and requires the express permission of the FWEO.

Who is the OOQ accountable to
The OOQ of each quarter has direct accountability to the ERO for the safety and custody of all explosives associated with that quarter. The OOQ is responsible to the OPSO for the issue to SUOs of armament stores under his/her control and is required to maintain an OOQ log
Who assumes role of OOQ when the OOQ is absent

The ERO is to assume this duty or nominate an 'authorised representative'

All empty containers or packages are clean, empty, and dry. Decks, including munition bays, are clean and free from dust, oil, or water, particular attention shall be paid to spaces below and behind stowages.
