Excellency within a child’s educational endeavors begins with a comprehensive look at policies that institute educational facilities. Ecological factors including family, the community, and the individual can be indicative of how a child will thrive. From birth to eight is a vital period in the development of a child’s learning and social endeavors; this timeframe sets the foundational groundwork for an education.
Governance in the City of Chicago sees the importance of educationally equity therefore, HB 4560 was drafted in support of allocating surplus TIF funding to financially distressed school districts. Desperate entities including parents and teachers alike have conjoined efforts to support Chicago Public Schools (CPS) in attaining additional funding. There is interplay of violence and education, as inner city schools retain and graduate students it is less likely they are going to engage in delinquent behaviors. Therefore, an advocacy plan has been devised in support of Illinois HB 4560. Bill Overview, Supporters/Opposition, and Goal/s Illinois Senate Bill 4560 Amends the Municipal Code, providing that this would allow municipalities with distressed school districts with a population of one million or greater to report and distribute surplus funds. Furthermore, it amends the School Code necessitating schools report their status as being financially distressed. As a result, this impedes upon the success of many students. Ever so rapidly, schools are becoming spaces that are subjected to systemic forms of oppression. The time to enact this bill is now based on the following: 1) Chicago Public Schools are performing below state and national averages; 2) This may assist closing the four hundred eighty million dollar budget gap; 3) Keep youth in and off the streets to reduce violence 4) Increase programs-STEM, art, and, literacy and, 5) Majority Leader Barbara Flynn Currie has a strong history for enacting bills in support of education and youth. Demonstrated in the press and media, HB 4560 have legislators debating on whether this is the answer for resolving issues transpiring within CPS. Supporters of the bill believe this can mitigate the budget deficit. Moreover, it estimated that this year alone there is over four hundred in additional TIF funding is floating around. A concerted effort is being made by Senate Majority Leader Flynn Currie along with twenty-three co-sponsors including Mary E. Flowers, Arthur Turner, Elgie R. Sims Jr. to enact this bill.
