The Article VIII, Section 6 of the Palau constitution states that there shall be a Council of Chiefs, composed of a traditional chief from each of the 16 states and to give advice to the President on matters related to traditional laws, customs, and their relationship to the constitution and the laws of Palau. Each state also has its own Traditional Leaders Councils that are embedded into their state constitution where it involves more on cultural advisory role rather than making policy at national level. The country also established a Ministry of Community and Cultural Affairs in 1995 to oversee the coordination and management of the nation’s cultural affairs .
