Which clauses of the ToV set up the League?

The first 26 clauses. These were called the Covenant of the League

Problems of the League

Collective security - often excuse to do nothing




Moral condemnation - often achieved nothing




Financial/economic sanctions - damaged economies of member countries, v.slow to work, punished civilians of country, united leaders w/countries (collective difficulty)




Military action - lack of will to provide soldiers, no armed forces of its own

Assembly

Every country part of the League was represented in the Assembly




Met once a year in Geneva




Could vote on:


1.Adding members to the League


2.Appointing temporary members of the Council


3.Budget of the League


4.Putting forward ideas to the Council




Problems:


1.Very little power


2.Could not do much because it only met once a year


3.Decisions had to be unanimous - made it very difficult to reach a decision

Council

Part of the League intended to sort out disputes between countries.




Council had these powers:


1.Moral condemnation


2.Economic sanctions


3.Military force




Permanent members - initially Britain, Japan, Italy, France. Each permanent member had a veto




Temporary members - appointed for 3 year terms

Secretariat

Kept records of League's meetings


Prepared reports for different agencies of League

League of Nations Commissions

Mandates Commission - Make sure colonies redistributed by League not mistreated




Refugee Commission - help return refugees home after WWI




Slavery Commission - help abolish slavery globally




Health commission - attempted to deal with dangerous disease, and provide education on health and sanitation

Permanent Court of International Justice

Made up of judges from member countries




Gave legal advice to Assembly and Council




Ruled on border disputes




No power to enforce rulings
