Both community corrections are developed as methods to diminish the brutality of punishment that the offenders can face. They help the offenders in undermining the severe consequences they would have to face while they are in prison. Probation and parole gives them a chance to go back to their community to prove their behavior and to reduce their sentencing if they are well behaved and have not violated the terms and conditions. Rhay, Jerry Mempa was convicted of “joy riding” in a vehicle that he has stolen, he was then sentenced to a two-year probation term in Washington State. During that same year while he was still on probation Mempa was involved in a burglary. The county prosecutor moved to have his probation revoked. During the probation revocation hearing about his involvement in the burglary Mempa was not presented by counsel, he was not asked if he wanted counsel either and he was not given any chance to make any statements on his own behalf. Mempa’s probation was revoked and was sentenced to a 10-year term in the Washington State Penitentiary.
