A baby dies if it isn’t loved and cared for. If someone’s spouse dies, they can follow soon after because of broken heart syndrome. People can fall in love with people who don’t love them back and it can drive them to hurt other people. Love is one of the strongest things there is and the Council knows that so they took action.
