All the Charter 77 signers were isolated and excluded, their meetings were banned and determined illegal, some Charter 77 members were pursued, investigated, questioned and even put in jail. People were not acting as political actors, rather they were simply acting as common people with political ambitions. Havel wanted the people to realize they didn 't need to be or act in exceptional ways or have greater knowledge of the law, they didn 't need to have power or be people of power, all they needed was to have a common issue to act upon, and they did, they wanted their most basic human rights to be recognized by the Czechoslovakian government. Living within a lie and living within the truth cannot only be stopped by massive political events, disputes and confrontation. For the reason that to survive, power must constitute its own awareness and its own system of believes. To that the only opponent is the truth, because any act that questions and disputes the false premises of what power is composed upon is in itself a threat to power. To live under a post-totalitarian regime or any other regime is to live under constant order from the authority. To maintain power the regime depends on order from the people, therefore anarchy and discord weakens the regime becoming a threat to its power. Havel tells us that once someone steps out of living within a lie they have set a massive wave for everyone to follow, a wave that can bring down the regime, even the smallest act of resistance can have abrupt consequences, just like the smallest act of submission like putting up a sign was a huge convenience for the regime and it made a difference.
