Upon my arrival at 1014 hours, I met up with the complainant James K. Waddell outside, who just detained the suspect Timothy R. Smith for retail theft.
As I was speaking with Mr. Waddell, he stated that he saw a white male acting suspicious and placed a Snickers candy bar in his right rear pants pocket while exiting the store. He also stated that he saw the suspect walking past the register without making no attempt to pay for the stolen Snickers. In addition to detaining the suspect outside of the front door, Mr. Waddell had told me that he had the suspect empty out his pockets in his office and upon the suspect’s removal of items in his pocket, the stolen Snickers candy bar was found in the back pockets of his pants. …show more content…
Smith told Mr. Waddell the reason why he took the candy bar was because he was hungry and thought that he could sneak the candy bar out of the store.
After I received Mr. Waddell’s statement, I spoke with Mr. Smith, the suspect. In speaking with Mr. Smith, I got a hold of his identification and radioed to dispatch for a 10-27. I was notified that Mr. Smith was driving a red Honda Prelude 2-door bearing a Wisconsin license plate of 123 ABC. In receiving the 10-27, Mr. Smith had no prior contact with our agency nor did he have any criminal record. However, I was informed by the dispatch that Mr. Smith’s license was revoked.
At this time I initiated to place Mr. Smith under arrest for violating the WI SS 943.50 (1m) (b) Retail
