On 12-03-2015 at approximately 1745 hours I Officer Hildebrand, Officer Patrick Sullivan and Sgt. Joseph Harris were dispatched to 630 N D St. for report of an assault in progress. While en route Dispatch notified me saying the male individual assaulting the victim was Kevin Meyer. I had dealt with Kevin Meyer earlier in my shift.

While driving East on West Gallatin I spotted Kevin 's pickup headed West on Gallatin. I pulled my vehicle in front of his pickup. Sgt. Harris and I drew our service weapons due to the severity of the crime at hand and unknown circumstances. Sgt. Harris ordered him to turn the vehicle off multiple times. Sgt. Harris then opened Kevin 's door and ordered him to step out of the vehicle. Kevin had to be asked multiple

Kevin stated that he knocked on the door when Billy (later identified as William Kaye) opened the door and started punching him in the face. Kevin stated that he had to defend himself, that he did nothing wrong. Sgt. Harris then told Kevin to get in the patrol car. Kevin again refused to get in the car after several attempts to tell him to do so. Sgt. Harris then pushed Kevin into the car, as I went around to the other side to pull him in. I noticed a strong odor of alcoholic beverage while we were waiting to see the nurse. Kevin had been drinking earlier in the day when I dealt with him on a different incident. Kevin stated again that Billy hit him first that he was just defending himself. Kevin asked how Billy was doing. We stated at this time we do not know. Sgt. Harris asked Kevin to go into detail about what happened at the house. Kevin stated that he got punched in the face, so he defended himself and help William to the ground. Kevin would not go into any more detail. Kevin stated that he was assaulted first.
