What Skaidra Smith-Heisters is saying is that paper bags need more non-renewable resources to make because it will take barrels of oil to make paper bags. Oil is a non-renewable resource and we are running out of it. If we don’t have a ban or a fee on plastic bags, we wouldn’t use all of our non-renewable resource . Paper bags need more oil and energy to be made. It takes a lot to make paper bags than plastic. Now, some might argue that plastic bags hurt the environment. But the argument that plastic bags are more environmentally friendly than paper bags because plastic bags require less energy and water to make is still true because plastic bags won't need barrels and barrels of non-renewable to make, but paper bags does need a lot of non-renewable resource to be made. The key point is that plastic bags are not hurting the environment. Points is that plastic bags make up a tiny percent of waste, so it is not an issue to us. The evidence proves the claim because 0.3 is a tiny percent, and plastic bags make up that 0.3%. Itś not a big issue to worry about because it makes a tiny portion of the waste. Of course, it is possible to disagree with the view that plastic bags make up a small percent of the municipal waste stream at 1% and it is not a significant litter issue and instead argue that they don not make up a tiny percent of waste. However, the weight of the evidence is on the other side. What must be remembered is that plastic bags make up 0.3% of the U.S waste stream, so it doesn't matter if plastic bags are in the waste stream. It won't make a big deal in America. That tiny number doesn´t mean anything in the U.S municipal waste stream. The key point is that plastic bags is not a huge waste problem, it is not causing problems in the waste
