In Animal Farm, Napoleon and the other pigs were able to convince the other animals of the farm that Snowball was their enemy, and he was not to be trusted. In general, the animals of the farm besides the pigs were pretty stupid. In the book, it came to a point where they would believe whatever they heard from pigs like Napoleon and Squealer. After Napoleon ran out Snowball, things started going downhill. Whenever there was a supposed problem on the farm, the pigs would find some way to blame Snowball for it. They would say he had whereabouts around the farm at nighttime when the animals were asleep, and while he was creeping around the farm he would steal something, or it came to a point where everyone believed he tore down the windmill when in reality, it was a big storm. If anything bad happened at the farm, it had to be Snowballs fault. Back in time in Nazi Germany, Hitler used propaganda as a way for everyone to hate the Jews. He would blame the Jews for all of Germany's problems, like if the economy was bad, it was their fault. If the Jews did everything wrong, then it would make Hitler look like a great, powerful leader. In the book, if they blamed everything on Snowball, it would make Napoleon look like a great leader. The farm government would use the saying "Napoleon is always right" as a propaganda technique to convince the animals. Boxer, a horse, isn't very smart, but he tries to work hard and think smarter. He can't really think of anything, so he adopts the motto "If Napoleon says it is right, it must be right". Even times when the reader could obviously tell Napoleon was doing wrong and was just being sly, Napoleon and Squealer and the other pigs changed and turned it around so it would look like he was doing the right thing. None of the animals on the farm ever liked Mr. Jones, so when they were convincing the animals that something was right and this way is the best way, they would use "surely, you don't want Jones to come back". The animal government also switched the Seven Commandments around, and then used propaganda to convince the animals that it was fine, with an element of fear. Since the pigs were the head of the farm and they made all the decisions, they "deserved" to have the extra milk and apples and sleep in beds. Without all those things, they would not be able to make the best decisions for the farm and the other animals, and the farm would fall apart.
