The main objective of this study is to review how organizations and government respond to the scarcity of natural resources. In this research we discovered that how government is securing, uniting and framing the resource space while companies apply restraint delegation and reduction mechanism to cope up with the problem of scarce resources. The irrigation of water shifted from lower value production to high value production for utilization of water. These overall reforms also empower us to abstain obstacles due to rapid development pressure.
