The purpose of this paper is to determine if gun control laws lower gun-related homicide rates in the United States, as based on an analysis of statistical data following the implementation of the Brady Act; as well as, to determine if these laws produce an increased demand for guns in illegal gun markets. One of the major concerns for American citizens is that the Brady Act and any further actions by the government affect our rights under the Second Amendment to the United States Constitution, which states that "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." At which point the Australian government implemented gun laws known as its National Firearms Agreement. According to Rosen, "the laws banned semiautomatic long guns" (2016). The agreement also made the purchase of other firearms a lot more difficult as well (Rosen, 2016). The agreement requires individuals to pass a safety test, prove good moral character and a minimum of at least a 28-day waiting period (Rosen, 2016). In the same year, the Australian government created a mandatory gun buyback program through which 650,000 firearms were purchased and destroyed (Rosen, 2016).
C. RESEARCH OBJECTIVES
This work focuses on the impact of gun control legislation. It will emphasize the change in homicide rates before and after legislation in both the United States and Australia as means to determine if laws are effective in preventing gun-related homicide rates. Furthermore, if said laws are effective which ones have a greater success rate overall. This research will be both qualitative and quantitative in nature when examining the laws and the statistics that represent them.
