In addition to the salary necessary to pay additional personnel in CSPD, EPSO and the District Court, there will be training required. Individuals who work in the criminal justice system are used to working with people on a daily basis. However, I am going to require that, at a minimum, all participants in my initiative complete a course in Introduction to Human Services prior to participating.
CSPD Requirements With the nature of my program, new recruits are not a good fit. There are strict demands to be placed on who can be hired as a part of the new juvenile unit. My request calls for 25 officers led by one lieutenant and managed by three sergeants. 21 additional officers at the pay grade of P-1 will be on the team. In total, to pay these officers it will cost around 1.9 million dollars in salary alone. This amount equates to roughly two percent of the department budget for a one year test phase. An additional $18,000 is needed to cover the costs of the required Intoduction to Human Services. Officers will pay the bill for this up front and then be reimbursed according to established department policy.
