By utilizing the concept of MUST method the project was undertaken through different four phases. Each phases have contributed with unique conclusion to following phase to start with. Data were collected in close observation of work-process and interviews with the stakeholders of BUFR. The working domain was finalized as Substitute Department (SD), the detail description of the tasks performed in the particular domain were iteratively inquired with the genuine users. By identifying problems and needs in the processes, eventually the set of requirements for the envisioned system was listed. As having unique processes and municipal rules to be followed the existing standard systems were not suitable to address all those requirements. Therefore, at the end of the first section the decision was taken for development of new system rather than integration of standard system. In the second section, the Client-server architecture and .NET framework for the system were finalized according to the requirements analysis. Different architectural models were developed using Unified Modeling Language (UML). The Deployment model was developed as the final implementation model. The potential for selecting an optimal substitute in Substitute Replacement System, the optimization algorithm was developed by using Greedy Method. This method involves selecting an optimal substitute according to the requirements of Substitute’s Permanent Hours (PH). The system appears to be efficient, effective as well as sustainable. According to the identified problems and requirements of BUFR the vision for future system was developed. Furthermore, this vision was taken in implementation modeling phase by developing different models of the system.
