The political developments of the Aztecs were way more advanced than the Incas. The Aztecs had emperors who were elected by a council of nobles. This political system is the closest an ancient empire has came to democracy besides Rome. The Incas had an emperor they believed was a descendant from the sun. This was very similar to all of the other empires during the same time. Both empires were run by their emperors.
The social developments of both empires were pretty similar to each other. They both had a strict social class of hierarchy. The Incas hierarchy was much more complicated and confusing than the Aztecs. The Aztecs social classes were nobles, commoners, serfs, slaves.
