This group of people are free to live their lives the way that they want to, the proles are human beings unlike the inner party and the outer party.
Scientifically being human deals with evolution, the ability to stand up straight and having opposable thumbs. However, to me being human is so much more. I believe the proles are human because they have the ability to feel both joy and sadness, to not only feel for oneself but to have empathy and feel for others, to think and make decisions based on knowledge
