-If your offense involved children, you shall not be alone with minor males or females. Whenever you have prolonged social contact with minors, an adult that is approved in advance by your treatment provider and is aware of your offense history and the behavioral rules that you must follow when around children must monitor you.
-You shall not consume alcohol or use illicit substances, including prescription medication that is prescribed to another individual.
-You shall not engage in any romantic/sexual behavior with any individual without my prior knowledge and approval.
Mr. Lee, on 2/22/16 disclosed that he was arrested on 12/19/15 for having contact with minors that was not approved, being out of the county without prior approval, being terminated from chemical dependency treatment, failure to report to his CCO, failure to appear to his polygraph examination, and drug use. Mr. Lee did not deny any of these violations. Mr. Lee also disclosed that he married Amy Evinrude (25) on 12/17/16, a long-term on and off girlfriend since the two were in high school. Lee and Mrs. Amy Lee to discuss the status of their relationship and the treatment rules that Mr. Lee must follow. Both Mr. and Mrs. Lee understood that their marriage was a violation of his treatment rules and Mr. Lee could be terminated from treatment because no prior approval was given to Mr. Lee to engage in a romantic relationship. It was further emphasized that no approval was granted to Mr. Lee to engage in sexual intercourse with another person, in this case Mrs. Lee. Mr. and Mrs. Lee acknowledged that they made an impulse decision and should have informed all pertinent parties prior to elopement. At this meeting Mr. Lee was asked to make a full disclosure of his sex offense(s), which he complied and Mrs. Lee appeared to understand and stated, “Zach has already told me this. I’ve known about it for a long time now”. After the disclosure Mrs. Lee was asked how she was going to help Mr. Lee comply with not having contact with her children. Mrs. Lee made it clear that she has made arrangements with family and friends to watch her children in Port Orchard when she visits Mr. Lee here in Snohomish County. The two also made it clear that Mr. Lee would not be in Port Orchard so physical contact with her children would not be possible. It should be noted that this meeting was just prior to Mr. Lee entering into inpatient chemical dependency treatment and towards the end of this session with Mr. and Mrs. Lee, the two disclosed in a by the way fashion, that Mrs. Lee was pregnant with Mr. Lee’s child. On 5/5/16, CCO Manny Santos contacted this provider via email to inform me that Mr. Lee was back on active supervision and needed to resume treatment. Mr. Lee identified the victim as “B” a female girl age six at the time and he was nine years old. He disclosed that he performed cunnilingus and she penilingus between ten to twenty times over a three-month period, “almost weekly during the summer”. Mr. Lee disclosed that he manipulated “B” with games like truth or dare, brides, playing house, and Simon Says, to get her to go along with the sexual misconduct.
