If the applicant is applying for two designators, the CO's recommendation must address qualifications for both.

Can the CO delegate a "By Direction" signature on any LDO/CWO application?

No it must be the CO themselves that signs recommendation for application.

How are LDO/CWO's selected explain the process?

LDO/CWO's personnel put in their applications which are due by October 1st of each year. LDOs and CWOs are selected for appointment by In-Service Procurement Selection Boards. A new board is convened each fiscal year, usually in January, for approximately three weeks. The results are normally released to the fleet by NAVADMIN message in February. Selectees are commissioned monthly, beginning 1 October. Details are included in the message.

What is an Officer Precedence Number or better yet "lineal number'?
The purpose in assigning an officer a lineal number is to establish his or her seniority with his or her grade and corps. A lineal number consists of a six-digit whole number and a two-digit subnumber. Using subnumbers makes it possible to add or take away names without renumbering the whole list. The system works inversely—the lower the lineal number, the higher the seniority.

I love my job, whether it's studying new communication systems, assisting fleet units or stations with communication outages, or finally seeing a Sailor I know / mentored succeed and move up the ranks.

The Navy's (TA) Tuition Assistance program. Right now there are talks about reverting back to 75% funded. I believe it should be performanced base meaning only the top 50% of Sailors at any command may be allowed to take TA. This will cut cost to the Navy and reward the hard chargers.

Explain another program in the Navy that you would like to improve?

Make the PRT scores competative. Once a year hold a competition which includes push-ups, run, and sit-ups. An outside entity will score event on a point system. Sailors can elect to receive 2 points on advancement exam, 1 cancellation of any PRT/BCA failure during a 20 year military career. MA1 Krugers

Chief Petty Officers serve a dual role as both technical experts and as leaders. Some responsibilities are assisting -DIVO prepare watch and liberty bills.
-Assist in assigning personnel to maintain divisional space cleanliness.
