There were many long debates about this constitution on some issues of sovereignty, what and where exactly powers would be given to the confederate government, if they were going to have a judiciary, and all voting procedures. Why not build up other institutions or start creating more economic growth in the surrounding areas so that they can fund any projects, or organizations they wanted to fund. This probably would have been easier considering being the ONLY federal institution they would not being paying a President and his posse. Money they could have used for those people would have been put to use for forming better militaries at that time, which probably would have been useful considering they just got over the war.
It’s good that they finally decided to revise and replace the Articles with a new constitution because as we all know, nothing lasts forever and history itself shows this. On the first Wednesday of February of 1779, electors would be able to elect a president, which was something they desperately needed, again just an opinion. Finally, they decided to replace the constitution and on the first Wednesday March, 1779, the new government would be set to take over, meaning the old government under the Articles of Confederation would come to an end.
