-DJJ POLICY (8.40): EMERGENCY MANAGEMENT

The department of Juvenile Justice Emergency Operations Unit shall oversee all emergency management activities for the Department. The Department of Juvenile Justice facilities SHALL maintain current emergency plans that outline emergency response requirements.




The FACILITY DIRECTOR SHALL designate primary and alternate facility emergency planners to be responsible for emergency plan development, review,updates, training of staff, coordination of emergency drills and coordination with external agencies.




WHEN A CURRENT DEPARTMENT POLICY SPECIFICALLY ADDRESSES AN EMERGENCY ISSUE, that policy SHALL be considered the primary source of guidance.

THE 2 CATEGORIES OF EMERGENCIES ARE:
ROUTINE AND NON-ROUTINE
Daily situations faced by citizens and local emergency services personnel.
ROUTINE EMERGENCIES
Situations that don't occur on a daily basis in fact they are out of the ordinary occurrences.
NON-ROUTINE EMERGENCIES
The initial emergency manager.
FIRST RESPONDER
THE DIRECTOR OF THE OFFICE OF COMMUNICATION WILL SERVE AS THE EMERGENCY PUBLIC INFORMATION OFFICER and will govern the release of information to the media of the general public.

THE 2 TYPES OF EVACUATION ROUTES ARE
PRIMARY AND SECONDARY

Racial unrest, Food Complaints, Dissatisfaction with certain staff members, Medical Treatment complaints, Complaints regarding privileges, Sex pressure or group/gang related problems, and Communication deficiencies are ALL EXAMPLES OF

CONTRIBUTING FACTORS to a Group Disturbance

Individual youth are restless, A rash of small fires are set, Youth avoiding contact with staff, A significant increase in youth complaints & general grievance request, and An increase in disciplinary & incident reports are ALL EXAMPLES OF

WARNING SIGNS to a Group Disturbance

Razor Wire Extraction Procedure includes these seven steps:

1. Instruct the student to cease movement.


2. Contact the control room officer immediately.


3. Contact Medical immediately.


4. Senior staff will make notifications.


5. Medical will MAKE ALL MEDICAL DECISIONS.


6. SENIOR STAFF will direct the rescue.


7. Necessary reports will be filed to the DIRECTOR OR DESIGNEE

If a youth escapes you should: Notify Senior Staff immediately, Cease all unnecessary radio/phone/foot traffic, and Begin notification procedures.

8. Identification, arrest, and prosecution of participants.

THE OFFICER REPORTING THE GROUP DISTURBANCE SHOULD REPORT THE FOLLOWING INFO TO THE CONTROL OFFICER:

-presence of weapons


-injuries, hostages etc

During a group disturbance ALL STAFF should take these three steps:

*Give verbal directions for youth to cease disorder.


*Remove yourself and all non-involved youth


*Alert the Control Room IMMEDIATELY

During a Group Disturbance the Control Room Officer should:

-notify the senior staff member


-call 911


-proceed with notification sheet


-await instructions


-be alert


-secure all unaffected areas of the facility

During a Group Disturbance SENIOR STAFF SHOULD:

-Contain the youth.


-establish command post,


-remove all non participants from the scene. -communicate with the rioters.


-observe the youth to ID ringleaders.
