Tokyo Convention 1963

Addressed offenses and other acts committed onboard an aircraft that afffect the safety of the flight, or individuals on the flight.

The Hague Convention 1970

Required states to make hijackings punishable by severe penalties and to either extradite or prosecute offenders. Required coutries where hijacked plane landed to return it to owners.

The Montreal Convention 1971

covered attacks on aircraft whether in air or on ground. Three types of offenders;


1. act of violence agains a person on board an aircraft in flight that endangers the safety of the flight.


2. A person who destroys an aircraft or renders it inop.


3. a person who places a device likely to destroy aircraft. 1988 expanded to airports

Resolution A33-1

Montreal Feb 2002. Declaration on misuse of civil aircraft as weapons of destruction and other terrorist acts involving civil aviation.

First recorded aircraft hijacking

21 Feb. 1931. Arequipa Peru. Byron Richards flew Pan Am tri motor, approached by revolutionaries who demanded he fly and drop propaganda leaflets. Standoff lasted 10 days

Between 1947 and 1958

23 hijackings mostly in Eastern Europe seeking political asylum

First bombing

01 November 1955. UA DC-6 Denver. Guy put it on mom's checked luggage. First duped passenger.
