The first Soviet Constitution of 1918 consolidated the political and civil equality of women and men. According to the Regulations on the elections the Uchereditelnoe Sobranie was formed from members that were “elected by the population based on universal, without distinction of sex, and equal suffrage by direct elections and secret ballot, with the beginning of proportional representation." This election was a powerful democratic breakthrough in the way of gender equality. Also, women obtained absolutely equal with men voting right. In this regard, it was a lot of controversy, during which cited a variety of reasons, however, first election took place in the summer and showed that women were considered the rights granted to them very seriously.
