In 1971, the first sample consisted of from a tape of 22,000 men made for us by the Department of Defenses (DOB) from the computerized Active Duty Roster. This sample pertained to the men that were still enlisted in service in September. The men that got selected were the ones that was fixing to leave Vietnam. The author’s result is to enrich the number of heroin users utilizing sample by sampling and records that demonstrated the ones that tested positive for heroin at departure. The second sample was conducted on the civilians who were draft-eligible, but did not serve in the military. These civilians and veterans matched the following: age, region, and education at the time the veterans entered service. According to Allen Rubin and Earl R. Babbie, the term culturally competent research is defined as being aware and appropriately responding to ways in which cultural factors and differences can influence all stages of the research process (2008, p. 662). However, the authors did utilize reliable, evidence-based studies throughout their article. For example, the author verbalized “I have still not found a serious flaw in the study, and I think the findings are consistent with those of other studies, such as the studies accompanied by other researchers” (Robins, 1993, pp. 1049-1050). Also, the author selected interviews from a reliable
