On this date worker made an unannounced visit to the residence of Ms. Laverne Dutton, for the purpose of making first victim contact. Ms. Kim Smith, daughter/caregiver for Ms. Dutton, greeted worker. The home had multiply garbage bags lying in the floor with rats running in and out of the bags. Worker pointed out to Ms. Dutton that the house had gotten worse since last visit. Ms. Dutton stated, "I know it's bad." Ms. Dutton informed worker the water was disconnected and the power was scheduled to disconnect the following day 9/15/15. When questioned about them moving into another home because the trailer they currently live in is scheduled to be repo any day. Ms. Dutton stated, "We can't find anything."
