Concentrated on 10 Principles of reform, first, veterans should come first and should be at the center of their health care. Second, prioritize, and refocus on service-connected disabilities and specialized needs. Veterans with service-connected disabilities and specialized health are needs should be heavily prioritized. Third, improve and restructure VHA. Veterans who choose to use the VHA facilities should receive timely and quality care. Fourth, current VHA enrollees will be grandfathered. Sixth, the budget should not drive VHA reform. More efficient health care for our veterans may reduce the cost of their care, but reform should not be viewed as an avenue to reduce federal spending. Seventh, addressing demographic inevitabilities. Eight, break the cycle of “reform and failure.” The CVA believes that small minor tweaks can improve the heath care drastically. Only fundamental reform will break the cycle and empower veterans. Ninth, reform requires bipartisan courage, courage and commitment. Finally, the VHA needs accountability (CITATION).
