Concentrated on 10 Principles of reform, first, veterans should come first and should be at the center of their health care. Second, prioritize, and refocus on service-connected disabilities and specialized needs. Veterans with service-connected disabilities and specialized health are needs should be heavily prioritized. Third, improve and restructure VHA. Veterans who choose to use the VHA facilities should receive timely and quality care. Fourth, current VHA enrollees will be grandfathered. Fifth, veterans should acquire the the ability to choose where they get their health care. Based on eligibility, veterans should have the option to take their earned health care funds and use them to access care at the VA or in the voluntary (civilian) health care system. Sixth, the budget should not drive VHA reform. More efficient health care for our veterans may reduce the cost of their care, but reform should not be viewed as an avenue to reduce federal spending. Seventh, addressing demographic inevitabilities. Eight, break the cycle of “reform and failure.” The CVA believes that small minor tweaks can improve the heath care drastically. Only fundamental reform will break the cycle and empower veterans. Ninth, reform requires bipartisan courage, courage and commitment. Finally, the VHA needs accountability (CITATION). The VHA must be accountable to both veterans and taxpayers for its performance. Listed

We urge the committee to pursue broader legislation that would apply to civil servants in other federal agencies. Multiple investigations into allegations regarding the U.S. Department of Veterans Affairs (VA), conducted by the VA Inspector General, confirmed allegations of long wait times and falsification of scheduling records. The VA’s main goal is to provide essential medical treatment to veterans who have served in the military. After enrolling in the VA system veterans provide their financial information, which is then used to determine priority ranking among veterans (Zezima 2014). Department guidelines stipulate that patients are supposed to see a doctor within 14-30 days of the processing of this requisite paperwork.…
