The Republic of Somaliland(northwestern region) has shown more development democratically. In the journal or article called “What democracy is … and is not” by Schmitter and Karl, claim that “ Modern political democracy is a system of governance in which rulers are held accountable for their actions in the public realm by citizens, acting indirectly through the competition and cooperation of their elected representatives”(Schmitter and Karl, 1991, 114) Also, democracy has several key aspects that help form democracy in a region. Schmitter and Karl express that “the system of governance” is a group of patterns that regulate the procedures of admittance towards the principles of public office, which is acknowledge and accepted by most (Schmitter and Karl, 1991, 114). Somaliland had assembled “the role of elders in an upper house of elders”(Guurti), accountable for the internal conflicts.The Council of Elders and the interclan conferences lead to the Peace Charter(1993), which is entrenched by traditional law of Somali. Moreover, the National Charter laid out the fundamental laws, orders, and the political structures of regime. In the article, it is claimed that “Although women have the same rights to vote and run for office as men, only 2 out of 379 municipal councilors and 2 out of 82 members of parliament are female”(Kaplan, 2008, 256). This quotes reveals that both genders have equal right to vote and have a office job under the government. The fifth component is Competition refers to the battle between majority and minority. This leads to Cooperation which is the next component of Schmitter and Karl’s definition of democracy. Cooperation is a key feature in democracy. It’s about making “collective decisions binding on the polity as a whole”(Schmitter and Karl’s, 2008, 116). In additional, majority of the population in Somaliland vote for minimizing the clans and have general agreement based on limiting the political parties to three. Also, it is compulsory for each of the party to have a good amount of support from the six regions of Somaliland(Kaplan, 2008, 256-7). This portrays that the people who don 't have any connection with the powerful families or clique. They have a disadvantage of not being able to get a government job compared to the people who have good connections with the people in power.
