The underfinanced prison system in Bolivia is filled with corruption, unsanitary conditions, and malnutrition. Overcrowding in the prison system of Bolivia is an issue. In these penitentiaries, prison guards within the prison have no control of the inmates, with inmates doing what they want. Guards only have control of the exterior parts of the penitentiary. Violence and corruption are issues in penitentiaries. A method used to ease the overcrowding in prisons is by presenting and enacting a law that took effect in December 2000 called the Pardon and Extraordinary freedom Jubilee 2000 Law (http://www-rohan.sdsu.edu, nd). The Jubilee 2000 Law helps ease overcrowding by pardoning inmates that are under the age of 21 and those over the age of 60. This law also reduces sentences of inmates handed before August 2000 by one-third, inmates with children, and those who completed at minimum 50 percent of the original sentence.
