The only difference between everyday people and national decision makers, is that the decision makers consciously and meticulously form strategic plans on a much grander and political scale. Intelligence is one of those disciplines with Counterintelligence (CI) being a subordinate of this discipline. Counterintelligence is a part of the National Counterintelligence and Security Center (NCSC) which provides effective leadership and support to the counterintelligence and security activities of the US IC, the US Government, and US private sector entities who are at risk of intelligence collection or attack by foreign adversaries. Responsibilities of the NCSC is to develop, coordinate and produce the National Counterintelligence Strategy of the United States of America and to budget CI programs and evaluations that reflect strategic priorities. National Security combined with the responsibilities of the NCSC equals Strategic Counterintelligence. I will discuss the concept of strategic counterintelligence by defining each word separately and then collectively as it will be represented throughout this response to Mid-Term question number 2.
