According to the United States Department of Education, children in foster care represent one of the most vulnerable populations amongst our youth (U.S. Department of Education, 2016). The extenuating circumstances that this group experiences, impacts their physical, emotional, and mental-health development which can influence the overall welfare and resiliency of children in foster care. These implications generate barriers that impede one’s potential to achieve success personally, socially, and academically. All children are deserving of equal access to education and by prioritizing the needs of this population of youth the opportunity to receive a satisfactory educational experience is granted. In addition to the policies represented in South Carolina’s Education Bill of Rights for Children in Foster Care, a comprehensive and collaborative approach should be adjoined in order to provide the supports that concentrate on the aftermath of their adverse circumstances. Therefore, I propose that students in foster care should be identified as at-risk, high priority students, who are monitored, mentored, counseled and supported by a trained individual represented at every school. Current education institutes have the capacity and wherewithal to train, educate and empower individuals at every single school with the resources to provide adequate intervention and monitoring for “at-risk” students including children in foster care. This could be obtained by the implementation of the Trauma Informed-Care Project (TIC). This approach incorporates an organizational structure and treatment framework that involves understanding, recognizing and responding to the effects of all types of trauma (The Trauma Informed Care Project, 2016). Trauma can affect any individual, family or community. Therefore, all students, especially those “at-risk” or affected by trauma, would benefit from these best practices. The effects of trauma can include disrupting healthy development, interfering with relationships, and can contribute to mental health disorders (The Trauma Informed Care Project, 2016). These implications can have lifelong impacts and can cause barriers that may be detrimental to the prosperity and welfare of an individual 's life. By requiring that members from every school become trauma informed-care trained, they will have the education and the ability to recognize different types of trauma as well as become a compassionate and supportive resource for
