As I mentioned above, Hong Kong health care system is complex and it compound with public and private sector. The Medical and Health Department direct and manage the public health service before 1970s. Now the Hospital Authority managed medical doctor, and it sets the policies and allocates resources for the running of health services. It monitors the promulgation and progress of them with the long-time principle that no one is denied adequate medical treatment due to lack of means. The private sector delivers a wide range of services, including the majority of outpatient consultations, and some secondary and tertiary services. It is 11 private hospitals and three more are under planning in Hong Kong. There are about 10% of the hospital beds provided by private hospitals. Most of the private sector operates by charity organizations. In the first place, it needs to visit both private and public sector. Last month, I feel stomach ache when I having lesson. I thought that it would be better if I eat something. However, I still felt bad after dinner. Therefore, I went to St Paul Hospital that night. Since my mother thought the waiting time of private hospital should shorter than public hospital. As it is too rush, I forgot bring my ID card, fortunately, they allowed me just register my ID number, it charged me $210 first. However, that night was so many people, it just has 2-3 doctors working. So I need to wait around 30 minutes. When I visited doctor, he asked me how I felt and where I felt bad. Around 5 minutes, he told me that I am indigestion, and I could have a thorough checking in that hospital. As I mentioned above, it is so many people, it also take long time for medicine collection. When I collecting medicine, it charged me $450. However, I still feel ache and have vomit at next day morning, so I go to clinic next day. Even though I drank water, I vomited the water out. In case I kept vomit, I went to Accident and Emergency in Queen Mary Hospital. From the start, I had wait 30 minutes and saw the doctor. He diagnosed me as Gastroenteritis too, but the bacteria are too strong, so I still felt sick. The nurse gave me an injection and gave me pill to stop vomit . The doctor suggested me stay one night at Emergency ward as my blood sugar level was too low. The nurse and doctor take care me precisely. For example, St Paul Hospital has better environment, its wards have more space and make patient comfortable. Queen Mary Hospital has more beds but it is crowd. Public sector is hard to provide comfortable environment to patient. Private sector could provide better environment as there are three party payers such as insurance companies. Private sectors change it into competitive advantage. Private sector put much money on medical or non-medical physical environment (Tanger and Anthony, 2006).
All in all, public and private healthcare sector have differences and similarities on managing style. The procedures mostly are same, but the underlying principles are different. Due to the government subsidize to public hospital, eligible resident could have low cost health care service. At the same time, private hospital needs huge investment to maintain operation, it charges high to run the hospital. Although they are not the same, they aim to give high quality healthcare service to people. Public and private healthcare sector put much effort to improve the service and
