This is the first school year of the merger between the Memphis City and the Shelby
County school districts. Memphis City’s 212 urban schools prior to the merger were 83%
African American and 7% White. The 52 Shelby County suburban schools were 50% White and
37% African American. The merger created the new Shelby County School District a combination of urban and suburban students. Prior to the merger Memphis districts 2012 dropout rate reported above 10% for the urban students and about 1% of dropout from the suburban students’ data. Many urban schools have closed and the new district counts 228, K-12 schools. The graduation rate prior to merger is reported at 70%. When one consider the real financial cost of drugging these kids it must include the monthly disability check received by parents and/or caregivers throughout the child’s public education experience that cost in the billions of dollars . Some parents and caregivers have more than one child ‘disabled’ which means a monthly check for each child is received. Many of these disability checks supplement the household income for living expenses. It is reported that parents and other students are encouraging kids to act out in school to get diagnosed with a learning disability and get on a legal drug just to receive a monthly check. One can see the opportunity for fraudulent motivation to many especially the underprivileged. Additional funds are also awarded to schools based on the number of special education students the school has enrolled. [Type
