SB1070’s original author was Senator Russell Pearce, however, the drafting and writing of the bill was done by Kris Kobach. Together the two of them came up with the process of the state enforcing immigration laws. There was a lot of frustration from many residents in Arizona on how slow the federal government was moving with regard to the immigration issue. The state was growing larger everyday and the demographics as far as the Hispanic population was shifting to be the dominant one with law enforcement. Drugs, murder, and kidnapping in Phoenix was at an all time high with law enforcement reporting at least one kidnapping per day, making Arizona at the very bottom of the list of preferred places to raise a family and live. When rancher Robert Krentz was killed while doing fence work near the Mexican border, many claim that this single event was a huge factor in SB1070 passing. Krentz was a well respected white man who was simply working on his ranch that was close to the Mexican border. It was assumed by many citizens that an illegal immigrant shot and killed him and his dog, even though that has never been determined.
