The first reason the Roman Empire had a better government than the Athenian government is because of the Roman Senate. The Roman Senate was made up of 300 men who inherited their spots. In the Roman Empire if you were a citizen you could own property, accuse people of wrong doing, and vote. however women could only vote and own property. Since you could accuse someone for doing something bad then you could get that person out of the government due to that person being a possible threat to the government. When you get rid of the people that could be a threat to the government it improves the government because the people that can hurt the government are gone. All Roman citizens could vote, which means in elections more people are voting, which gave more accurate results on big decisions like who is going to rule.
