Clinton is solely to blame for the impeachment process to have even started. His actions caught up with him after time passed. Being the President of the United States did not help cover up his actions. Clinton, like many presidents, was often talked about and followed by the media. Although, the way independent counsel Starr represented information was dramatic did not help the negative coverage. Proving that Clinton was largely to blame, Karen Popp notes that the president was definitely a part of this whole ordeal.
