Kallipolis is shown as complete city. If it’s extremely good it should have all the virtues of the city-wisdom, temperance, courage and Justice. These virtues have been identified as the features of Kallipolis. There is also an argument for division of soul into three elements—appetitive, spirited, and rational—that correspond to the three major classes in Kallipolis—producers, guardians, and rulers.

But sometimes there is a possibility that the rulers might cater their self-interest over common interest. Kingship turns to tyranny when degenerated, aristocracy turns to oligarchy and democracy is known to be the perversion of constitutional government of many. It is said that democracy is the rule of the poor who work for the interests of the needy, Oligarchy is the rule of the rich where the rulers take their interests into considerations. Tyranny on the other hand is to prevent monarchy, so that every interest caters to the ruler.
Hobbes- As per Hobbes, the nature of human beings is to disagree for three reasons- Competition, diffidence and glory. His belief towards human nature are in contrast with his views that humans are fundamentally the same and therefore, the notion of the king has the divine right to govern is non-realistic.
