Penndot Vehicle Observation Report

On 07/21/2015, your affiant was stationary monitoring traffic on State Route 61, in the northbound lane. At approximately 2233 hours, I observed a white in color, Chrysler PT Cruiser displaying a Pennsylvania registration JMX-1586. The vehicle displayed a 4/15 expired registration, which I verified through a certified PennDOT vehicle record. The vehicle turned left, entering the Speedway gasoline station and parked in front of the business doors.

I entered the parking lot behind the vehicle and observed the driver exiting his vehicle, walking toward the store. I advised him that I wanted to speak with him briefly and informed him of his expired registration. I asked him for his license, registration and insurance information for the vehicle. I observed the inspection on the vehicle expired 5/15. The operator was identified as Ronald F. PAUL III. He was unable to locate a valid or expired registration or insurance card. PAUL related he was on his way home from work and has the copies at home. While speaking with PAUL I observed red bloodshot eyes, dilated pupils, facial and body tremors. I asked him why his eyes were bloodshot and he related his contacts are dry.

I questioned PAUL when the last time he ingested marijuana and he responded "to be honest, it had to be seven years ago". I requested PAUL to submit to a chemical test of blood at the Schuylkill South Medical Center Hospital.

PAUL's left arm was wiped clean with a sterile non-alcoholic prep pad prior to venipuncture. His blood sample was drawn at 0039 hours on 07/22/2015.

NMS Labs generated a blood toxicology report indicating the positive findings of: Delta-9 Carboxy THC
