1. Army Contracting Command (ACC) executes DoD executive agent responsibilities providing solutions through Operational Contracting Support (OCS) for Unified Land Operations, anytime, anywhere. As the strategic contracting organization, the ACC provides oversite to eight regionally aligned Contracting Support Brigades (CSBs) as well as Systems Support Contracts associated with acquisitions programming. The medical communications system, MC4 is an example of such a program as services are contracted for continuous provisions to update/educate, and provide SME representation in regional COCOMs. CSBs provide oversite of OCS at the operational level in support of JTFs, corps, division, and TSC/ESC planning activities. The fiscal triad is an illustrative representation consisting of three elements 1) mission requirements for contract support, 2) the relationships between key players in fulfilling those requirements, and 3) constraints and ethical boundaries established by fiscal law. The Unit Commander defines requirements as the focal point of the contract support; those requirements are communicated to three key players: OCS, Financial Management Allotment, and Disbursement. OCS comprises contract support integration (CSI), planning and defining requirements involving oversight such as contract support (CS), the resourcing and execution of contracts, and contractor management (CM), Financial Management Allotment (Comptroller) budgets allotments for specific contracts against all mission requirements and budgets. Financial Management Disbursements ensures that contracts are paid. This triad inclusive of legal compliance ensures effective, efficient, accurate, and ethical mission focused purchasing power for contract support
