The objective of this COOP is to ensure that a viable capability exists to continue essential Communications Center functions across a wide range of potential emergencies, specifically when the primary facility is either threatened or inaccessible. The objectives of this Plan include:
 Ensure the continuous performance of essential functions/operations during an emergency which impacts the communication center.
 Reduce or mitigate disruptions to operations.
 Reduce loss of life, minimize property damage and information loss.
 Identify and designate principals and support staff to be relocated.
 Facilitate decision-making for execution of the Plan and the subsequent conduct of operations.

 The area in which the MetCom facility is located is incapacitated due to a widespread power failure, natural disaster, or significant hazardous material incident.
 The MetCom and/or Mineral facility is incapacitated due to a building related problem such as building damage, loss of HVAC, loss of utilities, flood, fire, gas leak, etc.
 Operations in MetCom are not possible due to failure of critical technology systems including the telephone system, radio system, server room, or connectivity to critical site components.
 MetCom and/or Mineral facility is threatened by an internal/external security event or breach, civil disturbance or terrorist attack.
COOP Activation
The following measures may be taken during an event that interrupts normal operations, or, if such an incident appears imminent, it would be advisable to evacuate the MetCom facility as a precaution:

 Upon relocation to the alternate location/facility site, personnel will and ensure that mission-essential operations and functions are maintained until full operations are re-established at the primary/impacted facility.
 MetCom will resume mission-essential functions within 60 minutes and maintain/continue for a period up to 30 days pending restoration or return to the primary facility.
Incidents may occur with or without warning and during business or non-business hours. Whatever the incident or threat, the Communications Center COOP will be executed in response to the activation scenarios outlined in Section II-3. Under some of these circumstances, the process of activation could enable the partial, limited, or full activation of the COOP with a complete and orderly notification of all personnel. Life safety and personnel accountability throughout all phases of emergencies, including COOP activation, is of utmost concern.
II-4 Emergency Activation Levels
