More directly speaking “the first juvenile court was established in 1899 in Cook County, Illinois. Before that time, children were treated very similar to adult criminals. If they were imprisoned, they would be thrown in jail with adult men and women and they carried out the same sentences as their adult counterparts. Children who were convicted of certain offenses were even sentenced to death.” (Geisser, "The History of Juvenile Delinquency in the Criminal Justice System") By placing children and youth in institutions of punishment with adults causes children to experience and learn how to become adult criminals. This method did not increase deterrence of crime in youth, it only took away the youth that have previously offended and placed them in a closer, violent and tarnishing environment.
