Jesse Ernest Wilkins Jr. was conceived on November 27, 1923 in Chicago, Illinois. He was the child of Lucile Robinson and Jesse Ernest Wilkins Sr. His mom had a Master's degree from the University of Chicago and was a teacher. His dad was an attorney, despite the fact that he had his Bachelor's in Mathematics from the University of Chicago, he later turned into the President of the Cook County bar affiliation and Assistant Secretary of Labor by president Dwight D. Eisenhower in the Eisenhower organization, he turned into the main African American to hold a sub-bureau position in the U.S. government.
