In 1984, industries contributed 60% of the national GDP. About 38% of the Libyan labor force were occupied in mineral industries. The skills transferred to Libyan during colonization, was one of key factor for the development of industries in Libya. The military coup of 1969 cause the government to bring a policy to foreigners companies in Libya to abide by its general nationalist-socialist political and socioeconomic orientation. In 1971, foreigners companies were asked to be nationalized in order to keep operating. Different companies like NOC and AGIP (Azienda Generale Italiana Petroli), Esso, Shell, British Petroleum-Bunker Hunt Sarir and Ente Nazionale Idrocarbuno (ENI) were nationalized for the purpose of keeping the income to all Libyans. This means that the owners of companies, employees and employers, have be all Libyans. Apart from petrol other minerals were also in abundant. In 198os, 11,000 tons were produced about annually. Traditionally, about 100 metric tons were sold annually to the market at Sabha. In 1986, gypsum mine were measured to have an output of 200,000 to 300,000 tons every year. The first one is to focus on transparency. To have peace, there is a need of avoiding corruption and other mistakes in public leaders and business leaders. The second is to peacefully fight any terrorist on Libyan terrorist. There should be no more blood in fight among Libyans. By this strategy, the government on power should focus on citizens’ reconciliation. This should go by opening different free public services to Libyans that were free before the death of Moamar al-Gaddafi. To insure, its economic development, the government should not rush to share its natural resources due to different friendship being created with some
