From the start, the Holocaust was a secret only within Nazi Germany. The Germans mostly communicated verbally rather than written on a note to avoid any detailed planning of killing operations. Therefore, Hitler commanded that the killings are not to be spoken in German documentation or public statements to hide the killing operations from any outsiders.
