Eventually Hoover formed a Gangster’s Nation and beginned to take over several gangs in the Englewood neighborhood. Some of these gangs included The Supreme Gangsters ( the main branch of the Gangsters main), imperial gangsters, Maniac Gangsters, Outlaw Gangsters, etc. During the 1960s the Gangster Nation was expanding yet still behind the development of the Black Disciple and Black P. Stone Rangers, but Hoover and Barksdale had a good relationship. The leader of the Black P. Stone, Jeff Fort, offered Hoover a position as an ambassador which was a less position than the one he had with his gang. Fort offered to rename Hoovers gang Gangster Stones, the offer was declined. Instead in January of 1969, Hoover and Barksdale joined forces and formed the Black Gangster
