Reducing Police Related Injury/Death

Introduction:
Today, the tension between the public and law enforcement has caused controversy and the outbreak of riots. The cause of this tension stems from many sources. Law enforcement officers must use the training and tools given to them to apprehend a suspect or suppress a threat. The quality of training and the diversity of tools provided to an officer may be the difference between life and death for the officer and the suspect. In addition, public distrust is also created when citizens draw conclusions about a situation without having experience in the field or knowledge of an officers training. On March 3rd, 1991, King and two friends were heading west on Interstate 210 in Los Angeles. The three friends were under the influence of alcohol and speeding. Officers attempted to pull over the speeding Hyundai Excel. King, the driver refused to pull over since he was drunk and was afraid of violating his parole (he had previously been arrested for armed robbery). After a high-speed chase, King finally pulled over. Upon exiting the vehicle, the defenseless men were brutally kicked, stomped, tased, and beaten with a batton. The use of Force Continuum has five different levels. It consists of Officer Presence, Verbalization, Empty Hand Control, Less Lethal Methods, and lastly Lethal Methods. According to NIUJ.com the Force Continuum is defined as… “Most law enforcement agencies have policies that guide their use of force. These policies describe an escalating series of actions an officer may take to resolve a situation. This continuum generally has many levels, and officers are instructed to respond with a level of force appropriate to the situation at hand, acknowledging that the officer may move from one part of the continuum to another in a matter of seconds” (NIUJ.com).
