To get a driver's license, everyone should take a writing test, get a learner's permit, and then take the practice road test for the license. These processes allow each driver to better know the driving laws and the attached consequences. That will also affect positively positively affect the public safety/ insurance, and decrease the accident rates. According to ''The Boston Globe'', New Mexico, which began issuing licenses to illegal immigrants in 2003, has seen a 24% decrease in insured drivers and a similar drop in motor vehicles fatalities.
