While it is plausible to see a greater importance in one set of rights over the other, the truth is all rights are equal and reinforce the other. The divide between civil and political rights and social and economic rights was distinguished during the Cold War, when United Nations members were split between the importance of civil and political rights and social and economic rights. Each side believed in what they believed, based on a political point of view, therefore making the International Bill of Human Rights consist of the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social, and Customary Rights.
