The war is truly about that society takes a look upon. Deviance is forces in the poverty stricken area crime ridden areas for so the people to market drugs for a better life or take drugs as escape mechanism 0from reality. Pretty much it social control, which is the new form of eugenics

People in crime infested areas, where murders, rapes, and other crimes are committed. Incarceration is a deterrent as these incarcerations as prisons are big business
