INTRODUCTION:
This case involves the suspect being arrested for H&S 11377(a)-Crystal Methamphetamine, H&S 11364(a)-Drug Paraphernalia and an outstanding arrest warrant.
LOCATION DESCRIPTION:
This incident occurred in the parking lot at 25 S. Pasadena Avenue (Joe’s Auto Parks).

EVIDENCE:

• 1-Glass pipe approximately 3 inches in length with a bulb at the end, resembling a crystal methamphetamine pipe, with a white burnt residue inside. Found in Suspect Sutherland’s left front jacket pocket.

• Plastic baggie with a white crystal substance, which resembled Crystal methamphetamine. The crystal methamphetamine was found in a black “Pelican” case which was found in Sutherland’s possession. The crystal methamphetamine weighed 0.64 gross grams.

I was traveling north on Pasadena Avenue approaching Green Street. I drove past the Joe’s Auto Parks lot located at 25 S. Pasadena Avenue. I observed two females inside of the parking lot. One female later identified as Suspect Tracy Sutherland was sitting behind an electrical box located on the above property. The second female, later identified as Tina Rusak (DOB 08-02-71) was standing at the driveway’s entrance. I saw that Rusak looked at my patrol unit and immediately began walking south away from the business driveway.

I exited my patrol unit and contacted the two females. I saw that they were using an electrical outlet to charge a cellular telephone and a Game Boy video game. The electrical outlet was attached to the above business electrical box. I then conducted a records check on both females. PPD Dispatch advised me that Suspect Sutherland had an outstanding warrant for her arrest (see attached printout).

I handcuffed and arrested Sutherland for the outstanding warrant. The handcuffs were double locked. Incident to arrest, I found an approximate 3” glass pipe with a bulb at the end in Sutherland’s left front jacket pocket. The glass pipe had a black rubber hose attached to it. I found a small plastic baggie which contained a white substance, resembling crystal methamphetamine. Based on my training and experience, I recognized the crystal substance to be crystal methamphetamine. The glass pipe is commonly used to smoke crystal methamphetamine.
I arrested Sutherland for H&S 11377(a)-Possession of a controlled substance, H&S 11364(a)- Possession of Drug Paraphernalia and the outstanding arrest warrant. Sergeant Pham #6903 was advised and approved the arrest. I filled out a PPD Field Interview Card on Rusak (PPD FI#171187). Rusak was later released in the field.
I transported Sutherland to the Pasadena City Jail for booking. While inside of the jail, I issued Sutherland a citation for H&S 11377(a)-Possession of a controlled substance and H&S 11364(a)- Possession of Drug Paraphernalia (Cite #C420192). Sutherland is scheduled to appear at the Pasadena Court on 06-20-17 at 0830 hours. Sutherland was held on the outstanding arrest
