It protects individuals’ health records and their identifiable information created, maintained, or received by requiring covered entities to have contracts or other arrangements in place with business associates that provide functions for or provide services to on behalf of the covered entity, and regulating the circumstances under which covered entities may use or disclose personal health information. It also gives individuals rights with respect to their protected health information.
The Security Rule applies to PHI in electronic form and requires covered entities implement certain administrative, physical, and technical safeguards to protect electronic information, while the Confidentiality rule refers to the obligation of professionals who create, maintain, and communicate to hold that information in confidence.

Core issues involving health information include what information should be collected, how the information should be handles, who has access to the information, the conditions under which the information should be disclosed, how it is retained and when it is no longer needed, and how it is disposed of in a confidential manner. These are all apart of the ethical obligations of the HIM regardless of employment site or method of collection and security of health information. The HIM has an obligation demonstrate the proper actions that reflect not only the values, but also the ethical obligation and ethical
